Virtual CD seems to finalize disk when a burn is requested from Windows Explorer

I'm writing some software for the government that finalizes data cd's, and attempting to use VirtualCD to test the finalization process, but it seems as if, when the Virtual CD image is re-mounted, it is already finalized.

Windows Explorer normally leaves a disk open in case you want to write another session.

Is there a way to inhibit the finalization process in VirtualCD so that the host software can do it?

Finalization process

We do not support burning multisession and afaik we will never do that. If you eject a burned blank disc, it becomes an RO medium
remodeled (except for RW media).
BTW: We don't recommend to use VCD as a test system for burning software at all.
